Wyoming has no service dog registration. Since 2025 its definition of a service animal includes a dog being trained, though the access right is written for people with disabilities and no separate right for a non-disabled trainer was found. Misrepresenting an animal as a service or assistance animal, including an ESA in housing, is a misdemeanor with a fine up to $750.
Who counts as a service animal in Wyoming?
W.S. 35-13-205(a)(viii) ties Wyoming to federal law: "'Service animal' means as defined in 28 C.F.R. 35.104 and 28 C.F.R. 36.104 and includes service miniature horses pursuant to 28 C.F.R. 35.136 and 28 C.F.R. 36.302(c). 'Service animal' shall include a dog that is being trained to do work or perform tasks for the benefit of an individual with a disability." The last sentence was added in 2025.
Wyoming also defines an "assistance animal" to include one that "provides emotional support that alleviates one (1) or more identified symptoms or effects of a person's disability" (205(a)(iv)). That term is used for housing.

Public places in Wyoming, including hotels and restaurants
Under W.S. 35-13-201(b), a person with a disability "may be accompanied by a service animal in any facility of a public entity in accordance with 28 C.F.R. 35.136 and any place of public accommodation in accordance with 28 C.F.R. 36.302(c)." Hotels and restaurants are places of public accommodation. Denying access or interfering is a misdemeanor with a fine "not more than seven hundred fifty dollars ($750.00)" (35-13-203(a)). A business acting in good faith is not liable for damage the animal causes (201(d)).
Under the ADA, if it is not obvious what your dog does, staff may ask only two things: is the dog required because of a disability, and what work or task has it been trained to perform. They may not ask for papers, ask about your disability or ask for a demonstration. See what businesses can ask.
Service dogs in training in Wyoming
Partly. Since the 2025 amendment (Laws 2025, chapter 99, effective March 3, 2025, per MSU's credits), a dog "being trained" is itself a "service animal" under Wyoming law. But the access right in 201(b) belongs to "any blind, visually impaired, deaf, hearing impaired person or other person with a disability". We found no separate right for a non-disabled trainer, and we do not know how businesses or courts apply it. A handler with a disability who is training their own dog is the clearest case.
Federal law does not fill the gap. The DOJ says that under the ADA "the dog must already be trained before it can be taken into public places." State law is the only source of access for a dog in training. See service dogs in training for what to work on first.
Is there a Wyoming service dog registration or tag?
No. We found no Wyoming service dog registration, tag or license fee waiver in state law.
Under the ADA, mandatory registration of service dogs is not allowed, and the DOJ says registration documents sold online "do not convey any rights under the ADA". That includes our voluntary registry, which is for practical things like an emergency contact and a lost-dog tag, not access.
Housing: service dogs and ESAs in Wyoming
W.S. 35-13-201(c) bars discrimination against a person "because the person has an assistance animal, which shall be permitted in leased or rented residential property in accordance with the federal Fair Housing Act". The tenant is liable for damage. We found no Wyoming documentation or provider rules. Because the statute points to the federal Fair Housing Act, how federal law is read and enforced matters more here than in most states.
The federal picture changed in 2026. The Fair Housing Act still requires reasonable accommodations, but on May 22, 2026 HUD permanently rescinded its 2020 assistance animal notice and said its fair housing office will find reasonable cause in animal cases only where the animal is individually trained. That is an enforcement policy, not a change to the statute; private lawsuits remain available, and Wyoming law is unaffected. See ESA letters for housing after HUD's 2026 change.
ESA letters in Wyoming
We found no Wyoming law on who may write an ESA letter or how long the relationship must be. Because "assistance animal" includes an animal that relieves "identified symptoms or effects" of a disability, a letter from a clinician who knows your condition is the natural evidence. A false claim is a crime (next section).
Employment in Wyoming
The public-access rules do not govern the workplace. Bringing a service dog to work is a reasonable accommodation request under Title I of the ADA, worked out through an interactive process with your employer. Unlike a store, an employer may ask for reasonable documentation when the disability or the need is not obvious, and must consider the request but does not have to allow the dog automatically.

Misrepresentation penalties in Wyoming
Wyoming's offense covers both service and assistance animals:
"Any person who knowingly and intentionally misrepresents that an animal is a service animal or an assistance animal for the purpose of obtaining any of the rights or privileges set forth in this article is guilty of a misdemeanor and may be fined not more than seven hundred fifty dollars ($750.00)."W.S. 35-13-203(b)
Because assistance animals include emotional support animals, that reaches a false ESA claim in housing as well as a fake service dog in a store. It dates from 2017 (Laws 2017, chapter 133, per MSU's credits).

Where to file a complaint in Wyoming
- Businesses and public places: file an ADA complaint with the Department of Justice through ADA.gov.
- Housing: report housing discrimination to HUD. Since the 2026 memo HUD pursues animal cases only where the animal is trained, but a private lawsuit is still an option.
- Work: file a charge with the EEOC.
