There is no official or government service dog registry in the United States, and you do not need to register a service dog anywhere. Under the ADA, what makes a dog a service dog is its training to do work or perform tasks for a person with a disability. The Department of Justice says registration documents sold online "do not convey any rights under the ADA". If you still want a record of your dog's details and an emergency contact, ours is voluntary, and every card and lookup says plainly what it can and cannot do.
Is there an official service dog registry?
No. No federal agency keeps a list of service dogs, and no private website can put a dog on one. The Americans with Disabilities Act (ADA) never mentions registration as a requirement. The Department of Justice, which enforces the ADA, goes further and says mandatory registration of service animals is not allowed:
"No. Mandatory registration of service animals is not permissible under the ADA."DOJ ADA service animal FAQ, question 20
Some colleges and local governments run voluntary registries for a practical purpose, for example so emergency staff know to look for a service dog during an evacuation. The DOJ says those are fine, as long as nobody is required to register to get in somewhere.
Do I need to register my service dog?
No. A trained service dog has the same rights whether or not it appears in any registry, wears a vest or carries an ID card. A dog that is not trained for a task has none of those rights, however many registrations it has.
Your dog is still subject to the same licensing and vaccination rules as every other dog in your city or county. That is ordinary dog licensing, not service dog registration.
What the Department of Justice says about registration sites
This is the sentence every service dog handler should know, because it answers the question most registry websites avoid:
"There are individuals and organizations that sell service animal certification or registration documents online. These documents do not convey any rights under the ADA and the Department of Justice does not recognize them as proof that the dog is a service animal."DOJ ADA service animal FAQ, question 17

Can I look up a service dog's registration number?
There is no national database to search, so there is nothing official to look up. A private site's lookup can only tell you whether someone entered details on that site. It cannot tell you whether a dog is trained.
If you run a business, a registration number is the wrong thing to ask for anyway. Under the ADA you may ask only two questions, covered below, and you may not ask for documents.
Does registration help with airlines, hotels or landlords?
- Airlines: no. The only document an airline may require for a service dog is the U.S. Department of Transportation Service Animal Air Transportation Form (plus a relief form on flights of eight hours or more). A registration or certificate does not replace it. See how to fill out the DOT form.
- Hotels and other businesses: no. Staff may ask two questions and may not ask for paperwork.
- Landlords: no. Housing requests for an assistance animal are handled under the Fair Housing Act and state law, and a registration is not the documentation a landlord may ask for. See ESA letters and housing after HUD's 2026 change.
What actually makes a dog a service dog
Two things, and only two: the handler has a disability, and the dog is individually trained to do work or perform tasks directly related to that disability. In the rule's own words:
"Service animal means any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability ... The crime deterrent effects of an animal's presence and the provision of emotional support, well-being, comfort, or companionship do not constitute work or tasks for the purposes of this definition."28 CFR 36.104

What a business can ask instead
When it is not obvious what a dog does, staff may ask:
- Is the dog a service animal required because of a disability?
- What work or task has the dog been trained to perform?
They may not ask about your disability, ask for documentation, or ask the dog to demonstrate its task. A business may ask you to remove a dog only if it is out of control and you do not take effective action, or if it is not housebroken. More in what businesses can ask about a service dog.
Registering a pet as a service dog can be a crime
Passing off a pet as a service dog is illegal in at least 36 states. In Nevada it is a misdemeanor with a fine of up to $500 (NRS 426.805). In California it can mean up to six months in jail and a $1,000 fine (Penal Code 365.7). A registration does not protect you; if anything, it is evidence. See fake service dog laws by state.
Why some handlers still keep a voluntary record
Not for access. For practical reasons:
- An emergency contact on a card, so someone can reach your family if you cannot speak for yourself.
- A card that prints the two ADA questions on the back, so you can hand it to a manager instead of arguing.
- A number on a collar tag, so someone who finds your dog can reach you.
That is what our registry is for. It is voluntary, we do not test or verify dogs, and every card says "Not a government ID." What you pay for is the record and those tools, never legal status: no registry, ours included, can sell that.

Do I have to pay to register a service dog?

Is there an ADA service dog registration?
No. The ADA has no registration, certification or ID requirement, and the Department of Justice says mandatory registration is not permitted.
Do service dogs have registration numbers?
Not official ones. Any number comes from a private website and has no legal meaning.
Can I register my dog as a service animal online?
You can enter your dog's details on a private site, including ours, but that does not make the dog a service dog. Only training for a disability-related task does.
Do I need to register my service dog to fly?
No. Airlines may require only the DOT Service Animal Air Transportation Form, not a registration or certificate.
Does registering my dog as a service animal expire?
Private registrations can have any term the seller chooses. Since they carry no legal rights, renewing one changes nothing about your dog's status.
