No. The ADA's public access rules cover trained service dogs only, so an emotional support animal has no federal right to go into stores, restaurants, hotels or hospitals, and a vest or ID card does not change that. Where an ESA can go depends on each business's pet policy and, in some places, state or local law. Below is the place-by-place answer, and the options that do welcome ESAs.
The short answer
DOJ's service animal FAQ answers it directly:
"Because they have not been trained to perform a specific job or task, they do not qualify as service animals under the ADA. However, some State or local governments have laws that allow people to take emotional support animals into public places."DOJ ADA service animal FAQ, question 3
So there are two layers. Federal law gives ESAs nothing in public places. Your state or city might give something, and a business can always choose to welcome pets. Are ESAs allowed in stores like Walmart?
Only if the store allows pets. Walmart's whole published policy is two sentences: "Walmart welcomes service animals as defined by the ADA in our stores, and we recognize the important role they play in many of our customers' lives. We do not allow pets in our stores." An ESA is not a service animal under the ADA, so at Walmart it falls under the second sentence. Costco's published policy likewise speaks of service animals, and its staff may ask the two ADA questions. Some stores welcome pets by choice; that is their policy, not your right. Are emotional support dogs allowed in restaurants?
Not as a right. DOJ says businesses that sell or prepare food "must generally allow service animals in public areas even if state or local health codes prohibit animals on the premises." That override is for service animals. An ESA is handled like any pet, so the restaurant's own policy and local health rules decide. Where a restaurant welcomes dogs, that is its choice.
Can ESA dogs stay in hotels?
Only under the hotel's pet policy. The ADA hotel rules (no pet fees, no restriction to pet-friendly rooms, no cleaning charges for hair) are written for service animals. For an ESA, expect the hotel's normal pet rules and fees, or a no. Vacation rentals are similar with one exception worth knowing: Airbnb lets hosts decline ESAs or charge normal pet fees, but says "hosts in California and New York are required to accommodate Emotional Support Animals for Homes reservations." Are ESA dogs allowed in hospitals?
The ADA rule that lets service dogs stay in patient rooms applies to service animals. An ESA has no such right, so a hospital's own visitor and animal policies decide. If you are planning a stay, ask the hospital ahead of time.
Theme parks: Disney World and Disneyland
Disney's policies are clear. Walt Disney World: "Only trained service animals are permitted inside Walt Disney World theme parks, water parks or Disney Springs. Emotional support animals, comfort animals and pets are only permitted at designated, pet-friendly Walt Disney World Resort hotels." Disneyland: "Emotional support animals, comfort animals and pets are not allowed inside Disneyland Resort." More in Disney service animal policy.
Rideshare, buses, trains and cruises
- Lyft: "Animals that have not been trained to perform a specific job or task do not qualify as service animals under the law and Lyft's Service Animal Policy." Pets can ride using Lyft's Pet ride option for an extra fee. Uber's service animal policy does not mention ESAs.
- City buses and trains: usually only in a pet carrier. LA Metro says "Pets and emotional support animals must be in enclosed carriers," and the Las Vegas RTC paratransit FAQ treats an animal whose only function is emotional support as a pet.
- Amtrak: "An emotional support animal is not a service animal under DOT regulations and is subject to the same requirements as a pet." Greyhound allows only service animals; its sister brand FlixBus allows ESAs.
- Cruises: Carnival, Royal Caribbean and Norwegian do not accept emotional support dogs.

Why a vest doesn't change it
Access follows training, not clothing. The ADA does not even require service dogs to wear a vest, so a vest cannot be what grants access to anyone. California requires every seller of ESA vests, tags, leashes, harnesses, IDs and certificates to tell the buyer the item "does not entitle an emotional support animal to the rights and privileges accorded by law to a guide, signal, or service dog."
Can emotional support dogs wear service dog vests? They should not. Misrepresenting a pet as a service animal is illegal in at least 36 states, and Lyft says a rider account may be deactivated for misrepresenting a pet as a service animal. Pet-friendly alternatives
- Pet-friendly hotels, and at Disney World the designated pet-friendly resort hotels.
- Airbnb listings that accept pets, and in California and New York, homes reservations where hosts must accommodate ESAs.
- Lyft's Pet ride, Amtrak's pet program on eligible trips, and FlixBus for bus travel.
- Stores and restaurants that welcome pets by their own policy.
- Your state's own rules, which may allow ESAs in more places than federal law: see your state page.

Common questions
Can I bring my emotional support dog to Walmart?
Walmart's policy welcomes ADA service animals and does not allow pets. An ESA is not an ADA service animal, so it is treated as a pet.
Can a store ask if my dog is an emotional support animal?
Staff may ask whether the dog is required because of a disability and what task it is trained to perform. If the dog provides comfort rather than a trained task, the ADA does not require the store to admit it.
Do any states allow ESAs in public places?
DOJ says some state or local governments have laws that allow people to take ESAs into public places. Check your state's page for its rules.
Can my ESA come to work with me?
Possibly, as a reasonable accommodation request. The Job Accommodation Network says employers might have to consider it.
Can I bring my ESA on the city bus?
Usually only as a pet in a carrier. Transit agencies choose whether to allow pets and comfort animals.
Does an ESA letter give public access?
No. A letter matters for housing. It does not create ADA public access.
